that Hong Kong should be returned to China. This has apparently led the Delegation to think that there are a number of Members of Parliament who would support this view. Annex D. to (75) on 54145/1949 Part II gives a summary of assurances given by H.M.G. since 1942 about the future of Hong Kong. Draft B enclosure to (73) on 55417/20/50 was a statement which Mr. Strachey proposed to make if he was questioned on this subject during his visit to Hong Kong. I have, however, included in paragraph 4 of the present draft speech the words used in Mr. Faskin's minute of 18th May, 1950 (Flag X) on the same file.
It will be seen from (7) on this file that the Far East Trade and Engineering Association would appreciate an advance copy of the Secretary of State's speech. Mr.Grimwood of the Hong Kong Government Office would also like to have a copy if this can be arranged. I have spoken to Mr. Haler of the Information Department and if copies of the speech are sent to him he will arrange for them to be sent on.
